The college is approved by A.I.C.T.E., Ministry of HRD, Govt. of India, Directorate of Technical Education and Govt. of Haryana and is affiliated to Kurukshetra University, Kurukshetra. H.C.T.M. has the proud privilege of being the first ISO Certified College. Out of all Engineering Colleges affiliated to Kurukshetra University Kurukshetra.

Initially the college started with B.Tech. Program in Computer Science & Engineering, Electronics & Communication Engineering, Electrical Engineering and Mechanical Engineering with total intake of 180 students. In a short span of one year, a new branch of Information Technology was added and the existing Electrical Engineering Branch was changed to Electrical & Electronics Engineering. Our college has also been approved by Director Technical Education to admit Diploma Holders, who have been duly selected in LEET, directly in 3rd semester up to 10% of the intake capacity. The college is also authorized to admit 5% NRI or NRI sponsored students. Therefore the present intake of the college is 690. From the type of courses being offered at HCTM it is evident that we are helping the nation to train young would be engineers to meet the challenges being posed by the present revolution in the area of Information Technology in the new millennium.

The college campus is at the Fifth Km. stone from Kaithal on Ambala-Kaithal highway (NH65). The campus is aesthetically built in an ecofriendly environment which is free from all kind of pollution and is an eco friendly environment and spread over thirty acres of lands. Except the main building of the college, two new blocks of approximately 9000 square meter area which are under construction are expected to complete shortly. Residential quarters for the teaching staff are also under construction within the campus.

The institute has an automated library with spacious, well ventilated and air-conditioned reading room for reference purpose. It has separate well-furnished hostels for boys & girls within the premises and has buses and an ambulance available for 24 Hrs. in the campus.

The college has an established Training & Placement Cell, which has been able to secure placement of maximum number of students passing out of the college in industries of repute.
